Selling to the location when the provider holds the budget is the most common way to waste a healthcare list.

Two levels, two different conversations

The register models a provider, which is the legal entity holding the registration, and one or more locations, which are the sites it operates. A single-site provider is one conversation. A provider running fifteen locations is a procurement conversation with somebody who never appears on any individual site's record.

Structures that break naive counting

Each site its own partnership: Some national groups register every branch separately, so counting locations per provider reports them as independents.
Dual registration: A location can appear under two providers at once during a handover.
Nominated individual: The person the provider names as accountable, published in the bulk file.
Ownership type: Distinguishes individual, partnership and organisation providers, and the buying process differs for each.
